Professor of Economics, Institute of Rural Management Anand (IRMA), Gujarat

Dr. H. S. Shylendra holds a Ph. D in Economics and is a   Professor  in the Social Science area at the Institute of Rural Management Anand (IRMA), Gujarat. He is also a member of the Centre for Sustainable Livelihood and Centre for Rural-Urban Dynamics at IRMA. His areas of interest in teaching and research include Development Theories, Rural development, Livelihood Impact, Gender, Decentralization &  Local governance, and Microfinance.

He has nearly 28 years of experience combining research, teaching, training, and academic administration. Recently he has been part of impact evaluation studies on National Rural Livelihood Mission, Narmada Canal Irrigation, and Training impact of NIRD. He has participated in several research and consulting assignments for central and state governments, donor agencies  NGOs, RBI, and NABARD. Dr. Shylendra was Chairman of the Standing working group on local institutions of the Chhattisgarh Planning Commission (2016-17);He was a member of the Expert Committee of RBI on Credit Cooperatives (2012), member of Taskforce on Credit Related Issues of Farmers of Ministry of Agriculture, Government of India (2009), member of the Working Group of Insolvency Board of India (2018).

Dr. Shylendra was awarded the Dr. S.R. Sen Prize by Indian Society of Agricultural Economics for Best Book on Agricultural Economics and Rural Development for his work `Diversification and Sustainable Rural Livelihood’ in 2012. He was a visiting lecturer at PG Course on Developing Countries of Swiss Federal Institute of Technology, Zurich during 1999. He has few books/mongraphs and articles in journals and magazines to his credit in his areas of interest. Currently he is pursuing a study on Dynamics of Rural Transformation in Post-Reforms Gujarat based on an in-temporal village level analysis.

About the Talk

There is apparently an impasse in the rural transformation in developing countries like India. The impasse has been identified given that neither the agrarian question of the Marxian kind nor thestructural transformation of Lewisian type is anywhere closer to being resolved. Several constraintsseem to be at work in the resolution of the ‘rural question’. The seminar is an attempt to explicate, based on theoretical and empirical insights, the ‘rural question’ and the impasse in its resolution. Among others, the talk will focus on the following ssues:

a) where exactly the rural stand currently?
b) where is rural heading towards?
c) has rural itself become an impediment to the larger (capitalist) transformation.

Some cursory observations will also be made on the nature of the current farmers’ agitation, and the likely impact of Covid-19 induced reverse migration on therural demography given the ‘rural question’.
