The New Rule for GST by the Supreme Court?

The Supreme Court ruling holding the decisions of the Goods and Services Tax (GST) Council to be recommendatory, rather than binding on the Centre and the states, and that these nodes of federal power can legislate on subjects falling within their domain, brings welcome clarity on the tax. It does not undermine GST or undo the intent and purpose of the Constitution’s 101st Amendment that brought in GST. It strengthens India’s federal structure. The only damage the ruling does is to the boast that GST means one nation, one tax  — in any case, GST already has seven percentage rates: 0, 3 (on gold), 5, 12, 18, 28 and 28 plus sin-good-cess.

Women and ‘Mental Health’

The gendered nuances of mental health have been largely misunderstood. To address these knowledge gaps, #IMPRI Gender Impact Studies Center (GISC), IMPRI Impact and Policy Research Institute, New Delhi, organized a special talk under the #WebPolicyTalk series: The State of Gender Equality – #GenderGaps on the topic Women and ‘Mental Health’. The speaker for the session was Prof Rachana Johri, Director, Centre for Psychotherapy and Clinical Research, Dr B.R. Ambedkar University, New Delhi.

The State of Finances of Cities in India

On behalf of the Center for Habitat, Urban and Regional Studies (CHURS), IMPRI Impact and Policy Research Institue, New Delhi and Indrastra Global organized a session under the series The State of Finances of Cities – #CityConversations with Dr Soumyadip Chattopadhyay, Associate Professor, Visva-Bharati, Santiniketan and Senior Fellow, IMPRI. The cogitation done on October 15th, 2020  was part of the #WebPolicyTalk with Dr Ravikant Joshi, Advisor, Urban Management Centre, Ahmedabad and Former Chief Accounts Officer, Vadodara Municipal Corporation.

Book Review: Home, Belonging and Memory in Migration: Leaving and Living

I want to begin by thanking Sadan and Pushpendra for putting together this wonderful new volume on what migration emotions entail in colonial, and postcolonial contemporary South Asia. This volume consists of fourteen erudite, and epistemically-grounded articles divided into four sub-sections that begin with describing the discursive production of freedom as a migrant narrative. Further sub-sections discuss how experiencing gender emerges through labour migration, and how emotional longing among migrants can be both constructed as well as deconstructed. The last section investigates the importance of urban spaces, memory, and how migration experiences re-create multiple belonging.

The debate over environmental degradation has acquired substantial traction in recent years. Governments, civil communities and international organisations are all working to mitigate the environmental costs of economic expansion and growth. These reforms have also brought to light the concept of environmental governance in emerging towns, which refers to political changes aimed at influencing environmental activities and outcomes. Transforming Steps for NITI Aayog’s Next Vice-Chairperson

The Government of India’s NITI Aayog has got its third Vice Chairman in the eighth year of its existence. On 1 May, economist Suman K. Bery will replace economist Rajiv Kumar, who has been at the helm of the Aayog since September 2017. Interestingly, it has had fewer CEOs. Incumbent Amitabh Kant is only the second CEO of the Aayog, more than six years into his tenure, after the brief one-year stint of Sindhushree Khullar who had carried on from the erstwhile Planning Commission. What does the latest appointment mean for the Aayog which continues to strive to forge a clear identity and role for itself?
