Background
The Global Pravasi Rishta Portal, launched by the Ministry of External Affairs on 30 December 2020, is an initiative to build a stronger and more direct connection between the Government of India and Indians living abroad. It brings together the Ministry of External Affairs, Indian Missions and Posts overseas, and members of the Indian diaspora on a common platform. NRIs and Overseas Citizens of India (OCIs) can register on the portal, helping Indian Missions maintain updated information about the overseas Indian community and communicate with them in a more organised and effective manner. It also helps create a structured network of the diaspora, including professionals, business owners, students, and community organisations.
The Global Pravasi Rishta Portal was introduced to address gaps in existing systems such as MADAD and e-Migrate, which largely focused on specific consular grievances and emigration-related services rather than providing a broader communication channel for the entire diaspora. The need for a more connected system became particularly clear during the COVID-19 pandemic, when Indian Missions had to communicate with large numbers of Indians seeking information, assistance and repatriation support. The portal therefore provides a common platform for sharing government schemes, consular information, advisories and other important updates, while allowing overseas Indians to stay connected with their respective Missions. This makes diaspora engagement more structured, accessible and responsive, rather than relying on separate and fragmented channels.
Functioning
The Global Pravasi Rishta Portal functions as a digital platform connecting Indian citizens, PIOs and OCIs living abroad with Indian Missions and Posts. It was created to make communication more organised and to help Missions understand the needs of the overseas Indian community. The platform supports four broad areas of work: Diaspora Services, Financial Services, Emigration Services, and Management Services. It also helps Indian Missions build networks with professionals, students, businesses and community organisations and supports engagement in areas such as trade and investment, education, culture, health, and science and technology.
Registration is an important part of how the portal works. Overseas Indians can visit the official MEA portal, select their country or region, choose the relevant Indian Mission, and complete the registration form. The information provided helps Indian Missions maintain a structured database of the diaspora and communicate directly with registered members. The portal can be used to share government information, advisories and emergency alerts, particularly when quick communication is needed.
At the same time, registered members can reach consular officials, seek assistance, share feedback, and stay informed about services and schemes relevant to them. In this way, the portal creates a practical two-way communication system, allowing Indian Missions to provide timely support while giving the diaspora a clearer channel to remain connected with India.
Performance
The Global Pravasi Rishta Portal has made diaspora communication more direct and organised. Its importance became particularly clear during the COVID-19 period, when timely communication and access to consular support were essential.
Key Performance Areas
- Adoption and registration: The portal allows NRIs, PIOs and OCIs to register their details, helping Indian Missions maintain updated information about the communities they serve.
- Use by Missions and Posts: Indian Embassies and Consulates can use the platform to share government updates, advisories, consular information and important announcements with registered members.
- Emergency communication: The portal provides a direct channel for sharing emergency alerts and real-time information. It also allows overseas Indians to reach consular officials when they need assistance.
- Diaspora outreach: Missions can use the platform to engage with professionals, students, businesses and community organisations, creating opportunities for wider participation and interaction with the Indian community.
- Major initiatives: The portal was highlighted by Prime Minister Narendra Modi during the 2021 Pravasi Bharatiya Divas Convention as an important initiative for improving connectivity with Pravasi Bharatiyas. It also complements initiatives such as SWADES, which was introduced to support returning Indian workers with employment-related opportunities.
The Global Pravasi Rishta Portal value lies in making communication faster, more organised and easier to access, particularly during emergencies. While more public data would be useful to assess its reach and adoption, the portal remains an important part of India’s broader effort to build a stronger and more responsive relationship with its diaspora.
Impact
The e-Migrate and Global Pravasi Rishta portals have made India’s engagement with its overseas citizens more organised and accessible. While e-Migrate focuses on safe and legal overseas employment, the Global Pravasi Rishta Portal supports wider communication between Indian Missions and the diaspora.
- Consular diplomacy: Provides Indian Missions with a direct channel to share information, address concerns and provide consular support to Indians abroad.
- Diaspora engagement: Helps Missions stay connected with workers, students, professionals, businesses and community organisations through registration and regular communication.
- Crisis response: Enables quicker sharing of emergency alerts, advisories and assistance. The importance of such communication was evident during COVID-19, when the Vande Bharat Mission brought back more than 45 lakh Indians.
- Economic and professional networks: Supports connections with overseas professionals and businesses, creating opportunities for trade, investment, employment and collaboration.
- Knowledge and technology partnerships: Helps maintain links with skilled professionals, researchers and students, supporting the exchange of knowledge, skills and technological expertise.
- India’s soft power: A well-connected diaspora strengthens India’s global image through its professional achievements, cultural links and contribution to local communities.
- People-to-people diplomacy: By making it easier for overseas Indians to communicate with Indian Missions and access government support, the portals strengthen the everyday relationship between India and its diaspora.
Overall, these platforms have moved India’s diaspora engagement towards a more direct, digital and responsive model, combining consular support with wider economic, professional and people-to-people connections.
Emerging Issues
As the Global Pravasi Rishta Portal expands its reach, its effectiveness will depend on how well it addresses practical challenges such as data protection, digital accessibility and coordination between different government systems. Ensuring that the platform remains secure, inclusive and well-integrated will be important for building trust and making its services useful to a wider section of the Indian diaspora.
1. Data Security & Privacy
The portal collects personal information of overseas Indians, making data protection and cybersecurity important concerns. The Digital Personal Data Protection Act, 2023 (DPDP Act) provides the broader legal framework for responsible handling of digital personal data.
2. Low Voluntary Registration & Digital Divide
Since registration is voluntary, many overseas Indians, particularly blue-collar workers and those with limited digital access, may remain outside the platform. Language barriers and limited digital literacy can further reduce participation.
Way forward: Expand outreach through Indian Missions and community organisations, with regional-language support and assisted registration for those who need it.
3. Institutional Coordination Gap
The portal operates alongside systems such as e-Migrate and State Government diaspora platforms, making coordination and data sharing important. Differences between databases and responsibilities can lead to gaps in information and services.
Overall, addressing these three areas will help make the portal more secure, inclusive and better coordinated, while improving its usefulness for Indians living abroad.
Way Forward
The next step should be to make the Global Pravasi Rishta Portal more secure, connected and easier to use. Stronger data protection and cybersecurity systems are needed to protect personal information and build trust among users. The portal should also be better linked with existing MEA and consular platforms, so that information can move smoothly between systems and people do not have to provide the same details repeatedly.
The portal can also make greater use of technology for emergency communication. AI-supported alerts could help Indian Missions identify urgent situations, reach affected groups quickly and share information in a timely manner. At the same time, the Government should improve outreach among students, researchers, professionals and skilled workers, creating stronger networks that can contribute to India’s education, technology and economic sectors.
Finally, diaspora engagement should become more two-way and continuous. Regular feedback from overseas Indians can help identify gaps in services and improve the functioning of the portal. The Government can also use these networks more effectively for investment, knowledge sharing, innovation and cultural diplomacy. This would help the portal move beyond being mainly a communication platform and become a stronger link between India and its global community.
