Background
Nagaland, with a geographical area of 16,579 sq km, is one of India’s smallest North-Eastern states and its seventh smallest by population at about 19.78 lakh persons (Census 2011). It is characterised by an entirely hilly and forested terrain rising to Saramati Peak (3,840 m) in Kiphire district, a scattered rural population (14.08 lakh rural against 5.71 lakh urban), seventeen major Naga tribes each governed by distinct customary village institutions, an international border with Myanmar and inter-state borders with Assam, Arunachal Pradesh and Manipur, and a narrow own-tax-revenue base that leaves the state heavily dependent on central devolution. These structural features make targeted, department-level welfare delivery central to the state’s development strategy.
Chief Minister Dr Neiphiu Rio, who also holds the portfolio of Finance Minister, presented the Nagaland State Budget 2026–27 on 26 March 2026 at the 8th Session of the 14th Nagaland Legislative Assembly, calling it a roadmap towards “Developed Nagaland @ 2047.” The budget was framed against the discontinuation of Post-Devolution Revenue Deficit Grants under the 16th Finance Commission and a fall in Nagaland’s share of central taxes from 0.569 percent to 0.481 percent, translating into a drop from an expected Rs 8,684 crore to Rs 7,341 crore in central tax devolution for 2026–27.
The Nagaland Legislative Assembly authorised total gross expenditure of Rs 22,127.33 crore against gross receipts of Rs 22,507.10 crore for the year, spread across 82 Demand-for-Grants heads covering the State’s departments, services and major administrative functions. For the first time, the state introduced an SDG-linked budget framework, a Gender Budget Statement, and outcome budgeting across departments. Delivery is anchored through Aadhaar-linked Direct Benefit Transfer, the state’s e-GRAS and e-stamp platforms being rolled out in 2026–27, and the Nagaland GIS and Remote Sensing Centre for spatial planning.

Conclusion
The Nagaland Budget 2026–27 reflects a strong emphasis on strengthening basic infrastructure, improving service delivery and supporting inclusive economic development. Key priorities include agriculture and allied sectors, rural and urban infrastructure, water resilience, education and skill development, healthcare, and environmental sustainability. The Budget also places notable emphasis on women’s economic participation through the Innovation Seed Fund for Women Entrepreneurs, Pink Scooty Taxis and crèches in government offices, alongside initiatives for youth, entrepreneurship and sports development.
A significant focus is also placed on strengthening the State’s infrastructure base, with allocations and initiatives for roads and bridges, power distribution and transmission, water supply, housing and urban development. At the same time, programmes such as the Chief Minister’s Community Solar Partnership and the Strategic Water Resilience Initiative indicate an increasing emphasis on climate resilience and sustainable development. Overall, the 2026–27 Budget combines physical infrastructure with investments in human capital, livelihoods and social welfare, reflecting the State’s broader objective of achieving more balanced and inclusive development under the vision of “Developed Nagaland @ 2047.”
The allocation pattern also highlights the importance of recurring public expenditure, with Pensions and Other Retirement Benefits receiving the largest departmental allocation of ₹3,928.39 crore. In contrast, Parliamentary Affairs receives the smallest allocation among the State’s departments, at ₹2.84 crore. Taken together, these allocations illustrate the wide variation between major recurring expenditure commitments and smaller specialised administrative functions within the State’s overall budget.
