Background
Arunachal Pradesh, India’s largest north-eastern state by area at roughly 84,000 sq km, is also its least densely populated, with a 2011 Census population of about 1.4 million spread across just 17 people per sq km, far below the national average.
More than 80 percent of the state’s land area is forested, and its terrain, extending from the high Himalaya bordering Bhutan and Tibet in the west to Myanmar in the east, makes road and infrastructure development both costly and slow.
The state shares a long international border with China, and several of its 28 districts, including Anjaw, Upper Siang, and Tawang, sit directly along that frontier, giving border connectivity and border-village welfare a strategic as well as developmental dimension that shapes much of its budget planning.
The state’s population is overwhelmingly tribal, with Scheduled Tribes constituting nearly 69 percent of residents across 26 major tribes and more than 100 sub-tribes, including the Monpa, Tani, Mishmi, Singpho, Tangsa, and Nyishi communities, among others. This tribal composition, combined with low population density and difficult terrain, means that welfare and infrastructure delivery in Arunachal Pradesh is structured differently from that in larger, more urbanised states: schemes are frequently designed around border-village coverage, tribal welfare boards, and last-mile connectivity rather than dense urban service delivery.
The Government of Arunachal Pradesh presented its Budget for 2026-27 on March 10, 2026, with total projected receipts of ₹36,607 crore (Revenue ₹30,733 crore and Capital ₹5,873 crore) against a Gross State Domestic Product of ₹41,314 crore at current prices.
The fiscal deficit for 2026-27 is estimated at 1.70 percent of GSDP, within the FRBM limit. The budget is explicitly structured around the three “Kartavyas” (Economic Growth, Human Development, and Inclusive Progress) announced in the Union Budget, translated at the state level into six focus areas: Strengthening Foundations of Our Future, People-Centric Development, Sustaining Economic Growth, Entrepreneurship and Employment, Resource Mobilization and Fiscal Stability, and Governance and Reforms.
The government reports that the budget process itself incorporated 1,834 citizen suggestions gathered through a “Jan Bhagidari” participatory exercise and consultations with community-based organisations, and that a Budget Monitoring Cell tracked over 91 percent of the previous year’s budget announcements as being in advanced implementation.
Delivery and monitoring of flagship schemes is anchored through the state’s own CM Dashboard (cmdashboard.arunachal.gov.in), which publishes live, scheme-wise beneficiary figures for major central and state programmes. The state also operates e-HRMS for government staff, the e-ILP (electronic Inner Line Permit) system for border and entry regulation, and digital service integration across District Collector and Additional Deputy Commissioner offices covering 22 online services across 10 departments.

Conclusion
