Background

Uttarakhand, nestled in the Central Himalayas, is a land of timeless beauty. With a geographical area of 53,483 sq. km, extending between 28°43′ – 31°27′ N latitudes and 77°34′ – 81°02′ E longitudes, the state is marked by considerable diversity. Uttarakhand was established as a separate state on 9 November 2000, following its separation from Uttar Pradesh, and became the 27th state of the Indian Union. As per Uttarakhand’s Economic Survey 2025 – 26, the state’s GSDP has grown nearly 26-fold from ₹14,501 crore at the time of State formation to ₹3,81,889 crore in 2025-26, reflecting its growing significance in India’s growth story.

Administratively, Uttarakhand comprises 13 districts organised into two divisions – Garhwal and Kumaon. The districts lying in Garhwal Region are Uttarkashi, Chamoli, Pauri, Rudraprayag, Tehri, Dehradun & Haridwar and the remaining 06 in Kumaon Region are Udham Singh Nagar, Nainital, Almora, Pithoragarh, Champawat & Bageshwar.

Uttarakhand’s location places it at a unique geographical threshold, where national and international boundaries converge. In the north-west, Uttarkashi and Dehradun share an inter-state boundary with Himachal Pradesh, while Chamoli, Uttarkashi and Pithoragarh touch the international frontier with China. To the east, Pithoragarh, Champawat and Udham Singh Nagar share an international boundary with Nepal, while Dehradun, Haridwar, part of Nainital and Udham Singh Nagar border Uttar Pradesh in the south.

As per the Census 2011, Uttarakhand had a population of nearly 1.01 crore, with a population density of 189 persons per sq. km. The state’s identity, however, extends beyond its geographical and demographic attributes. Its rich and vibrant cultural traditions are deeply woven into the lives of its people. Its enduring association with sacred landscapes and pilgrimage traditions has earned Uttarakhand the evocative title of “Devbhoomi” – the Land of the Gods.

UTTARAKHAND BUDGET 2026-27: The Uttarakhand Budget 2026-27 reflects the State’s policy priorities through its schemes, programmes and development initiatives. On 9 March 2026, Chief Minister Pushkar Singh Dhami presented the Budget, with a total outlay of ₹1,11,703.21 crore for the FY 2026 – 27 representing a 10.41% increase over the 2025 – 26 outlay.

The Budget 2026–27 is guided by the SANTULAN framework (S – Samaveshi Vikas, A – Atmanirbhar, N – Nai Soch, T – Teevra Vikas, U – Unnat Sheher evam Gaon, L – Lok Sahbhaagita, A – Arthik Shakti, N – Nyaypurna Vyavastha. Within this broader framework, GYAN (Gareeb, Yuva, Annadata and Nari) forms the centre of its development priorities. [4]

Women Empowerment & Child Development Department (WECD)

Scheme: Nanda Gaura Yojana, Launch Year: 2017, Key Details: Provides financial assistance of ₹11,000 at birth and ₹51,000 on passing Class 12 to the first two girl children of eligible Uttarakhand families, subject to eligibility conditions including being unmarried at the time of the second instalment. Scheme: Madho Singh Bhandari Sahkari Samuhik Kheti Yojana, Launch Year: 2023, Key Details: Promotes cooperative group farming and collective agricultural activities.

Uttarakhand State Disaster Management Authority (USDMA)

Scheme: Uttarakhand Aapda Sakhi Yojana, Launch Year: 2025, Key Details: Trains and deploys women volunteers in disaster preparedness, rescue, first aid and emergency response.

Conclusion: Overall, these schemes illustrate Uttarakhand’s shift towards targeted, beneficiary-oriented and locally responsive governance, combining welfare support with livelihood creation, economic opportunities and region-specific development. However, a comprehensive assessment of scheme-wise financial prioritisation remains difficult with allocations often presented under broader departmental or budget heads, limiting apt analysis. Further, with the fiscal deficit projected at 3.7% of GSDP in 2026-27 up from 3.4% in the 2025-26 Revised Estimates, against the budgeted 2.9% (Uttarakhand Budget 2026-27), sustaining the developmental gains alongside fiscal prudence will remain crucial for ensuring inclusive and financially sustainable growth in the state.
