Background
Lakshadweep is the smallest Union Territory (UT) in India with an area of 32 sq km, a most remarkable outlier of all the States and Union Territories of India. The Union Territory has 36 islands, consisting of 12 atolls, 3 reefs, 5 submerged banks of which only 10 are inhabited (Kavaratti, Agatti, Amini, Kadmat, Kiltan, Chetlat, Bitra, Andrott, Kalpeni and Minicoy) and are treated as a single uni-district administration.
According to Census 2011, Lakshadweep has a population of 64,473, with its literacy rate, since then, having risen to the second highest in the country, at 91.85 percent, and sex ratio at 946 females per 1,000 males. More than 93 percent of the native people are Muslims and the islands (excluding Minicoy) are counted as a tribal area with the maximum percentage of Scheduled Tribe population in all the Union territories.
Because of the extreme scarcity of land, reliance on the mainland for most needs, the large expanse of the lagoon (c.4,200 sq km), the territorial waters (c.20,000 sq km) and the Exclusive Economic Zone (c.4 lakh sq km), the delivery of welfare in Lakshadweep is configured around fisheries, coconut farming, tourism, water security and the provision of connections between islands.
Lakshadweep is governed directly by the Union Government with the Collector-cum-Development Commissioner responsible for revenue, land and law-and-order issues. The allocation for the Union Territory under the Ministry of Home Affairs, both establishment (revenue) and capital, has been allocated Rs 1,682.35 crore in the Union Budget 2026-27. Coordination of the delivery of schemes is done through 19-plus Union territory departments, which operate from the Secretariat in Kavaratti, and there are several flagship national missions, that have been operational in the islands in its specific form to address the unique challenges of connectivity, water availability and climate-resilience in a coral-atoll state.

Conclusion
The Lakshadweep Budget 2026-27 has been framed with a complete Union territory-specific approach, with the allocation of Rs 1,682.35 crore from the Union budget and specific investments in central sectors like the port and jetty which are likely to cost Rs 1,664.88 crore, and further proposals for coastal infrastructure works amounting to approximately Rs 2,128.86 crore.
At the level of the welfare architecture, fisheries, freshwater security, inter-island connectivity, renewable energy and tourism are the main thrust areas, and schemes are delivered largely through centrally sponsored missions designed to meet the needs of a 32 sq. km archipelago, with connectivity and resilience the priority over scale as in larger states.
