About

Over recent decades, India has developed an extensive statutory and institutional architecture to counter gender-based violence (GBV): stringent criminal amendments, the newly enacted Bharatiya Nyaya Sanhita (BNS) and Bharatiya Nagarik Suraksha Sanhita (BNSS), emergency helplines, One Stop Centres (OSCs), fast-track courts, and workplace Internal Committees under the POSH Act, supported by continuous feminist and grassroots mobilisation. Yet violence in homes, workplaces, public spaces, and online continues, and much of it remains unreported. Every few years, a new case sends women, students, and citizens back onto the streets, as in 2012, 2024, and again this autumn. Each time the same question returns: why, despite everything, does the violence continue?

On the occasion of the global 16 Days of Activism against Gender-Based Violence (25 November to 10 December 2026), IMPRI Impact and Policy Research Institute is convening this special 3-day online national programme to bridge the gap between street mobilisation, legal frameworks, and long-term policy action. We examine the gaps between law and lived reality, including weak implementation, under-resourced institutions, and the barriers that keep survivors from reporting or accessing justice. We look at the social norms and power structures that sustain violence, how intersections of caste, class, disability, sexuality, and geography shape who is protected, and how new technology has created new forms of harm. It asks why institutional responses so often restrict women’s movement rather than address perpetrators and structures, and what the demand for freedom without surveillance means for policy. It examines who is left out of protection and protest alike, violence that rarely makes headlines in homes, workplaces, and online spaces, and what a prevention-first agenda would require. Open to researchers, practitioners, students, policymakers and citizens, the programme aims to move from outrage to evidence, and from evidence to action.
