The ‘Mera Bill Mera Adhikaar Scheme,’ launched by the Ministry of Finance, Government of India in 2023, marks a significant step towards empowering consumers and promoting fair trade practices across the nation. This forward-thinking initiative encourages consumers to ask for bills with every purchase, reinforcing the idea that a bill is not just a formality but a right and entitlement. With a strong focus on fostering a culture of transparency and accountability in commercial transactions, the scheme aims to bring about a shift in consumer and seller behaviour, making “asking for a bill” a common practice.
Built on a strategy that combines incentives and awareness campaigns, the ‘Mera Bill Mera Adhikaar Scheme’ motivates citizens to actively participate in reducing tax evasion and supporting honest business practices. By facilitating consumers in obtaining and recording their bills, the government seeks to create a system where individuals contribute to a more transparent marketplace. This initiative not only safeguards consumer rights but also plays a vital role in strengthening the overall economic integrity of the country.

- Attractive Incentives: A central highlight of the scheme is its rewarding structure, designed to motivate consumer participation. Consumers who upload their bills through the dedicated ‘Mera Bill Mera Adhikaar’ app have a chance to win prizes worth up to ₹1 crore. This incentive mechanism not only encourages consumers to consistently request bills from sellers but also aids the government in identifying instances of potential tax evasion.
- Extensive Awareness Campaigns: To promote the importance of asking for bills, the government has initiated widespread awareness campaigns. These campaigns educate consumers on the benefits of obtaining bills, aiming to normalise this practice. By encouraging consumers to make bill collection a habit, the scheme helps protect consumer interests and promotes accountability in business transactions.
- GST Reward Scheme: The Mera Bill Mera Adhikar GST reward scheme is designed to incentivize consumer engagement by offering significant rewards for uploading GST invoices. The scheme includes 810 monthly lucky draws and 2 quarterly bumper draws. In the monthly draws, 800 winners are awarded ₹10,000 each, and an additional 10 winners receive ₹10 lakh each. The quarterly bumper draws take it a step further by awarding ₹1 crore each to two winners. This initiative emphasises the importance of maintaining transparent financial records and promotes a culture of compliance with GST norms. It also highlights the critical role of bills in fostering transparency, supporting fair trade practices, and boosting consumer awareness about their rights in the taxation system.
Through these key features, the ‘Mera Bill Mera Adhikaar Scheme’ seeks to instill a culture of transparency, accountability, and consumer empowerment in India’s marketplace.
Performance
The ‘Mera Bill Mera Adhikaar’ scheme has seen remarkable success since its pilot launch on September 1, 2023, with active consumer participation and encouraging results. In just a short span, the app has been downloaded over 1.51 lakh times, with customers regularly uploading their GST bills to participate in the incentive program. As part of the scheme’s promotion, a reward system was introduced, offering cash prizes from ₹10,000 to as high as ₹1 crore. In a recent event, the Union Finance Minister awarded six winners with prizes of ₹10 lakh each, recognizing their participation in the program.
The initiative, currently being piloted in Assam, Gujarat, Haryana, and the Union Territories of Puducherry, Daman & Diu, and Dadra & Nagar Haveli, has already garnered significant momentum. The Gujarat Finance Minister, Shri Kanubhai Desai, highlighted the program’s success, noting its potential to serve as a role model for other states. The scheme aims to foster transparency and accountability in business transactions, encouraging consumers to consistently request and upload their purchase bills. Based on the outcomes of this pilot phase, the government plans to expand the scheme nationwide to further strengthen consumer empowerment and fair trade practices across India.

Ensuring that the scheme’s incentives are appealing enough to drive ongoing engagement is essential to its impact. Additionally, the scheme requires a strong data management system to handle the volume of uploaded bills securely and protect user information. Addressing these challenges will be key to the scheme’s long-term success and effectiveness.

Looking ahead, the prospects for this scheme are promising. As technology continues to evolve, the ‘Mera Bill Mera Adhikaar’ app can become a powerful tool for consumers, integrating various features that make it user-friendly and efficient. How to Participate
Participating in the scheme is simple and straightforward. To get started, individuals need to download the ‘Mera Bill Mera Adhikaar’ app from the App Store or Google Play. Alternatively, they can apply through the official website at https://web.merabill.gst.gov.in.
Participants are required to upload GST bills with a minimum amount of ₹200, as per the regulations. To ensure successful registration, provide accurate personal details, as changes cannot be made later. Essential documents such as PAN cards, bank account information, and Aadhar cards are necessary during the application process. Participants can upload up to 25 invoices per month, which helps drive greater consumer participation.
