Background

Manipur, nestled in the easternmost frontier of India, is a land of striking natural beauty and cultural diversity. With a geographical area of 22,327 sq. km, extending between 21°57′ – 25°42′ N latitudes and 93°03′ – 94°55′ E longitudes, the State is marked by a distinctive valley–hill geography. Manipur was granted full statehood on 21 January 1972, becoming one of the eight States of North-Eastern India.

Administratively, Manipur comprises of 16 districts, broadly organised into the Imphal Valley and the Hill Areas. The valley districts include Imphal East, Imphal West, Thoubal, Bishnupur, Kakching and Jiribam, while the hill districts are Senapati, Tamenglong (Now Long), Chandel, Ukhrul, Churachandpur, Kangpokpi, Tengnoupal, Pherzawl, Kamjong and Noney. This administrative division reflects the state’s unique demographic and topographical characteristics, with the valley accounting for a smaller geographical area but higher population density, and the hill districts covering most of the States landmass with scattered settlements.

Manipur occupies a strategic geopolitical position where India’s Act East policy converges with international boundaries. It shares an international border with Myanmar to the east, and is surrounded by Nagaland, Assam and Mizoram to the west, south and north. This makes Manipur a critical gateway for trade, connectivity and cultural exchange between India and Southeast Asia.

As per Census 2011, Manipur had a population of approximately 28.55 lakh, with a density of 128 persons per sq. km (Government of Manipur, n.d.; Office of the Registrar General & Census Commissioner, India, 2011; Ministry of Development of North Eastern Region, n.d.).

Beyond geography and demographics, the State is defined by rich cultural traditions, classical dance, indigenous sports and diverse ethnic communities. Its sporting excellence, particularly in football and boxing, has earned Manipur the titles “Jewel of India” and “Switzerland of the East”.

Manipur Budget 2026-27: On 9 March 2026, Chief Minister Yumnam Khemchand Singh presented the Budget with a total outlay of approximately ₹30,356 crore for FY 2026-27. The Budget emphasises rehabilitation of internally displaced people, women’s economic empowerment, road connectivity, education, healthcare, agriculture, tourism, drinking water, irrigation and infrastructure development in both hills and valley areas. It combines State-funded programmes with Centrally-sponsored Schemes, Central assistance, Externally Aided Projects and Scheme for Special Assistance to States for Capital Investment (SASCI) supported capital investment, prioritising rehabilitation, connectivity, human development and essential service delivery.

1. Finance Department

2026–27 Budget: ₹17.64 crore Central Share and ₹4.41 crore State Share, totalling ₹22.05 crore for the identified MiND project components.

Conclusion

The Manipur Budget 2026-27 reflects balanced priorities across 50 departments, emphasising rehabilitation, connectivity, women’s empowerment, human development and essential service delivery. With a total outlay of approximately ₹30,356 crore, the Budget combines State resources, Central assistance, Externally Aided Projects and SASCI support to strengthen infrastructure, livelihoods and public services across the State’s 16 districts.
