Mapping Tripura’s 2026 Policy Landscape: Department-wise Schemes, Updates And Outcomes

Tripura, which attained full statehood on 21 January 1972, is a landlocked state situated in the North-Eastern region of India. As per the 2011 Census, with a population of 36.74 lakh, of which 31.8% were Scheduled Tribes and 82.8% lived in rural areas. It covers 10,492 sq km of area with around 72% under forest cover. Given the geographical variations ranging from hilly terrain to dispersed tribal settlements, last-mile welfare delivery, livelihood diversification, and connectivity remain significant governance challenges for the state.

The State Budget 2026-27, presented on 16 March 2026 by Finance Minister Shri Pranajit Singha Roy attempts to address these challenges. The State Budget 2026–27 provides for total expenditure of ₹34,212 crore, including ₹25,266 crore in revenue expenditure, while expenditure excluding debt repayment is estimated at ₹33,668 crore. The state projects a revenue surplus of ₹1,616 crore.

The budget has significant focus on human development, infrastructure, employment, and investment among others, with newly proposed initiatives including regional startup hubs, Agartala AI City and NAVCHETNA. The digital platforms such as UNNOTI and e-District are utilized along with the conventional welfare systems to strengthen citizen-centric service delivery. UNNOTI is envisaged as an integrated platform for accessing government services and schemes through a unified interface, while e-District enables citizens to apply for and receive various government services online, reducing transaction costs and improving the efficiency and transparency of service delivery.

TRIPURA STATE BUDGET 2026-27 : DEPARTMENT WISE LIST

1.FINANCE

Sets out the state’s fiscal framework for revenue mobilisation, expenditure, capital investment, borrowing and financial administration.

2.AGRICULTURE & FARMERS WELFARE

Mukhyamantri Integrated Crop Management Program

Year: 2023-2024

Introduced in the 2023–24 budget to promote high-yielding paddy varieties, and enhance production and productivity.

Mukhyamantri Sashya Shyamala Yojana

Year:2025- 26, Ongoing.

Used alongside the Integrated Crop Management Programme for popularising high-yielding paddy varieties.

New Proposals: Rural Markets, 100 Farmers’ Advisory Centres-cum-Agricultural Sub-seed Stores, 30 Farmers’ Knowledge Centres, College of Agriculture infrastructure, Agriculture Farm Machinery Promotion & Training Institute.

3.HORTICULTURE & SOIL CONSERVATION

Mukhyamantri Prani Sampad Bikash Yojana

Year: 2023

Launched as a revamped scheme with an outlay of ₹10 crore to support animal husbandry through poultry, goatery and piggery inputs, financial assistance to BPL livestock farmers, mini-dairy and piggery development, fodder cultivation and compensation for livestock and bird losses.

Unnat Godhan Prakalpan

Year: 2020

Artificial insemination programme for cattle using conventional and sex-sorted semen.

New Proposals: Feed Analytical Laboratory, Animal/Pet Critical Care Unit and Blood Bank at Abhoynagar State Veterinary Hospital, 8 veterinary dispensaries, 26 sub-centres, 4 veterinary hospitals, 2 disease investigation laboratories, 1 liquid nitrogen plant and 1 artificial insemination training centre.

5.FISHERIES

Mukhyamantri Niramay Arogya Abhiyan

Year : 2025

Screening, diagnosis and treatment for citizens above 30 for diabetes, hypertension, oral/breast/cervical cancer and other major NCDs.

New Proposals: SUPRAJA – AYUSH maternal and neonatal interventions, to be piloted in two hospitals, Critical Care Block at Dhalai District Hospital, Trauma Care Centres at Teliamura, Khowai and Bishramganj, Geriatric and Diabetic Care Unit at AGMC and GBP Hospital. New PHC at Kalajhari; vertical extension of 20 PHCs and 9 CHCs; two PHCs upgraded to CHCs, Cancer Diagnostic and Management Centre at Unakoti District Hospital, An Ayurvedic Medical College, at Gomati and a Homoeopathic Medical College at Netaji Subhas State Homeopathy Hospital, Agartala planned for next academic session.

9.SOCIAL WELFARE & SOCIAL EDUCATION

Chief Minister’s Scheme for Mentally Challenged Persons

Year:2025

₹5,000 per month for persons with 60% and above intellectual disabilities, mental illness or cerebral palsy.

Mukhyamantri Antyodaya Sradhyanjali Yojana

Year: 2021

One-time assistance on death of a member of Antyodaya families increased from ₹2,000 to ₹10,000

10.WELFARE OF WOMEN — WITHIN SOCIAL WELFARE & SOCIAL EDUCATION

Mukhyamantri Balika Samridhi Yojana

Year: 2025

Provides a ₹50,000 investment for newborn girl children from Antyodaya families, encashable with its maturity value at age 18, to support their long-term financial and educational security.

Mukhyamantri Konya Bibaha Yojana

Year: 2025

Provides financial assistance for the marriage of girls above 18 years old, belonging to Antyodaya families, helping reduce the financial burden of marriage for economically vulnerable households.

11.TRIBAL WELFARE

A Unified Services & Benefits Delivery Platform developed under the Tripura Rural Economic Growth and Service Delivery Project (TRESP), designed to bring government services and benefits onto a common digital platform based on the “Ask Data Once” principle.

New Proposals:

Regional Startup Hubs(2026-27) – Startup hubs in all districts for mentorship, incubation and capacity building.

Cyber Security Operation Centre, Agartala- Strengthening the State’s digital-security ecosystem.

TIDEZ – Tripura IT & Data Ecosystem Zone for IT, ITeS and data-centre investment.

NAVCHETNA- New Age Vision for Creativity, Technology and Innovation in Institutions; innovation/technology laboratories covering AI, robotics, IoT, coding and automation.

AVGC-XR Policy- Animation, Visual Effects, Gaming, Comics and Extended Reality policy to develop the creative/digital economy.

AGARTALA AI CITY – Flagship digital infrastructure initiative with an IT Park for IT/ITeS companies, AI enterprises, startups, digital entrepreneurs and GCCs.

16.INDUSTRIES & COMMERCE

Conclusion

The Tripura State Budget 2026-27 reflects a balanced approach combining a sustained emphasis on inclusive development, while signalling an effort to diversify the state’s economic base. The significant emphasis on education, health, agriculture, rural development and tribal welfare reflects the welfare oriented governance. The welfare-oriented spending is well balanced with growth, infrastructure and employment generation.

The new initiatives in technology, infrastructure and livelihoods signal a shift towards more productive and future-oriented investment. However the effectiveness of the Budget to its fullest depends not merely on the announcements and allocations, but on the effective Resource utilisation, and timely implementation of the proposed Schemes/Initiatives, translating them into tangible and effective outcomes for the citizens. The success of the Budget ultimately lies in ensuring measurable improvements in livelihoods and public service outcomes.
