On the 18th day, the second discussion was preceded by opening remarks by Dr. Vibhuti Patel. Professor Vibhuti Patel began the session by providing a brief historical context. She mentioned the introduction of the Indian Penal Code (IPC) and the social movements of the 1970s that called for police reforms. These movements demanded greater accountability from the criminal justice system. Professor Patel highlighted some of the challenges facing the police force, including a high workload, lack of sophisticated technical resources and defense mechanisms like those in the armed forces, and unaddressed needs in areas such as wages, housing, and children's education. Corruption and rent-seeking behavior within the police force were also identified as significant issues. SWAMIH: Catalyzing Economic and Affordable Housing Transformation

A competent workforce from tier II and tier III has moved to satellite towns as a result of the hybrid method of work which has increased the need for affordable and mid-income housing in these areas. However the crunch in funds results in stalled projects that delay the delivery of homes to buyers. To address this issue, the government introduced the SWAMIH investment fund in 2019. Despite the strict eligibility criteria to get the funding, it plays a huge role in completing the government’s objective of ‘Housing for All’.
