When I first stepped into a remote village in Rajasthan for a legal literacy camp, I thought I
carried something powerful — knowledge of the law. I believed the law, especially Public
Interest Litigation (PIL), could open doors for those who had always been shut out. But what I
didn’t expect was the silence that followed when I asked a group of rural women if they had ever heard of PIL.
As civilisation has evolved, the migration of individuals from rural areas to urban centres has been a persistent phenomenon, driven by the pursuit of better job opportunities, education, and living standards.
India’s three-tier system of local governance: comprising of Gram Panchayats (village level), Panchayat Samitis (block level) and Zilla Parishads (district level) in rural areas, Municipal Corporations, Municipal Councils and Nagar Panchayats in urban areas, was constitutionally established by the 73rd and 74th Amendments in 1992 and 1993 respectively (Government of India, 1992; Government of India, 1993).
Accurate prediction of monsoon rainfall is very crucial in a country like India, as it impacts many sectors like agriculture, water resources, power generation, transport, and even the Indian economy. Indian Summer Monsoon Rainfall (ISMR) amounts to more than 80 percent of the annual rainfall over India. It, hence, plays a significant role in the total food production of the country. Having prior knowledge of the variations in monsoon rainfall aids in preparing for droughts and floods and reduces the adverse impacts of the same.
Unnat Bharat Abhiyan (UBA), a flagship program of the Ministry of Education, Government of India, seeks to promote inclusive growth by aiming for transformative change in rural areas through collaboration with educational institutions. The program aims to harness the expertise of the country’s higher educational institutions in building eco-friendly and sustainable methods for rural development
