Micro, Small and Medium Enterprises (MSMEs) account for about 31.1% of the total GDP of India, 35.4% of manufacturing output and 48.58%% of India's exports and are the second largest employers of labour after agriculture (Ministry of Finance, 2026). However, in Jharkhand, the sector has been under the radar of big industrial houses and industries like the state's flagship policy Jharkhand Industrial and Investment Promotion Policy (JIIPP) 2021, which focused on large industrial and metal units, leaving MSMEs (the state reported that it had around 2.77 lakh Udyam-registered MSMEs by mid-2023) without a dedicated policy instrument.

Groundwater is one of the most important sources of water in India. It supports agriculture, drinking water, rural livelihoods, and several urban and industrial activities. According to the Dynamic Groundwater Resources Assessment, 2025, India extracts about 247.22 billion cubic metres (BCM) of groundwater annually. Agriculture accounts for around 87 per cent of this extraction, while domestic use accounts for 11 per cent and industry for about 2 per cent. Groundwater also supports a large share of India’s irrigated agriculture and remains an important source of drinking water for rural and urban populations.

Dadra and Nagar Haveli and Daman and Diu (DNH&DD) is a Union Territory formed on 26 January 2020 through the merger of two erstwhile UTs, with Daman as capital. It spans three districts, Dadra & Nagar Haveli, Daman, and Diu, across 603 sq km (IBEF, 2026). As a UT without legislature, it is administered by an Administrator under the Ministry of Home Affairs (MHA), with its budget placed before Parliament as Demand No. 54 (Ministry of Finance, 2026).
