The Registration of Marriage of Non-Resident Bill, 2019: Strengthening Cross Border Marital Justice

The Registration of Marriage of Non Resident Indian Bill, 2019, was introduced in the Rajya Sabha on 11 February 2019 by then External Affairs Minister Sushma Swaraj. It emerged as a joint initiative of the Ministries of External Affairs, Women and Child Development, Home Affairs and Law and Justice following Cabinet approval. The bill sought to create a greater accountability in cross border marriages involving Non Resident Indian (NRIs) to protect Indian citizens predominantly women from exploitation, desertion and related abuse by NRI spouses.

Global Pravasi Rishta Portal (2020): Strengthening India’s Digital Diaspora Diplomacy

The Global Pravasi Rishta Portal, launched by the Ministry of External Affairs on 30 December 2020, is an initiative to build a stronger and more direct connection between the Government of India and Indians living abroad. It brings together the Ministry of External Affairs, Indian Missions and Posts overseas, and members of the Indian diaspora on a common platform. NRIs and Overseas Citizens of India (OCIs) can register on the portal, helping Indian Missions maintain updated information about the overseas Indian community and communicate with them in a more organised and effective manner. It also helps create a structured network of the diaspora, including professionals, business owners, students, and community organisations.

On 6th June, 1997, BIST-EC (Bangladesh, India, Sri Lanka and Thailand) was created as a regional organization via the Bangkok Declaration (Shetty, 2026). It advanced into what today is known as the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) when Myanmar was admitted in December 1997, and Bhutan and Nepal in February 2004 (Shetty, 2026). BIMSTEC is a regional organization formed by seven member states - Bangladesh, Bhutan, India, Nepal, Sri Lanka, Myanmar and Thailand. Through this organization, all these countries that are located in the waters and adjacent areas of the Bay of Bengal represent their lineal unity in the region.
